The annual ministerial meeting is the highest authority in OCTA, chaired by the OCTA Chairman. OCTs are represented, at this level, by their head of government or the minister responsible for OCT issues. The ministerial meetings approves policies and budgets lines. The ministerial elects the Chairman of OCTA as well as the Executive Committee of OCTA. Since December 2013 a Board of Chairs has been created and has three members.
The ministerial meeting sets out the overall visions, strategy and action plan, which is laid down in the Political and Administrative Resolutions, a Roadmap, including an Annual Work Plan. The Annual Work Plan defines activities to be implemented by the Technical Assistance Team to OCTA.
