Dundas Titanium A/S is the licensee of exploration license 2015/08 in North Greenland. Commencement of the consultation is official acknowledgement from Government of Greenland that Dundas Titanium has submitted an application for a licence to exploit ilmenite at Moriusaq,

The objective of the Social Impact Assessment (SIA) is, among other things, to assess the impacts of the project on existing societal conditions in order to provide the authorities with all the necessary information to determine the conditions for authorisation and approval of the proposed project. Another objective of the SIA is to form the basis for negotiation of an Impact Benefit Agreement (IBA) between the Government of Greenland, Avannaata Kommunia and Dundas Titanium. The objective of the Environmental Impact Assessment (EIA) is, among other things, to describe the expected impacts of the Ilmenite project on the environment, nature and the climate (environmental impact) and what mitigating initiatives (measures) the company is planning to implement to limit the environmental impact, and to provide the authorities with all the necessary information to determine the conditions for authorisation and approval of the proposed project.

Publication of the consultation documents on Naalakkersuisut.gl does not mean that  the Government of Greenland has finally approved the consultation documents. Such approval will only be by a signature of an IBA and by notification of an exploitation licence. The consultation documents are therefore Dundas Titanium’s understanding of the environmental and societal consequences of realising their project.

Consultation meetings:

During the consultation period, pursuant to the Mineral Resources Act, consultation meetings must be arranged in particularly affected towns and settlements. Therefore, consultation meetings will be arranged in the following towns and settlements, and members of the public will have an opportunity to ask questions about the project in general and, in particular, about the consultation documents.

The consultation meetings will only be held if the health authorities deem that it is possible to hold them safely from a public-health perspective. Dates for the meetings will be determined by the responsible members of Naalakkersuisut after consultation with Dundas Titanium and with Avannaata Kommunia and they will be announced on Naalakkersuisut.gl and elsewhere. Representatives from Dundas Titanium, the Mayor of Avannaata Kommunia, Palle Jerimiassen, and the members of Naalakkersuisut listed below will attend the meetings.

Due to travel restrictions to and from Greenland as a consequence of the corona epidemic, representatives from Dundas Titanium, as well as any consultants resident outside Greenland, will take part in the consultation meetings via telecommunications. Any changes in the future plans for consultation meetings arising from changes in the spread of the coronavirus in Greenland will be announced to the public, among other things on the radio.

The consultation comments received on the EIA and the SIA during the consultation period will be written in a white paper by the company.  The consultation comments in the white paper will be answered with consultation responses by the company and the Mineral Resources Authority. The Danish Environmental Protection Agency and scientific advisors will issue responses to consultation comments on the EIA. The company will prepare the final EIA and SIA reports with amendments according to the consultation comments and consultation responses received. After this, the Government of Greenland will decide on whether to approve the final EIA and SIA reports and white papers.
