Bluejay Mining Ltd is the rights holder of exploration licence 2015/08 Northern Greenland. The pre-consultation is the company’s notification of the intention to apply for an exploitation licence for ilmenite.

The consultation material comprises the following documents (all in Greenlandic/Danish/English):

In the consultation material, the company’s name is FinnAust Mining Plc. FinnAust Mining Plc. was the name of the parent company and majority shareholder in the rights holder company Bluejay Mining Ltd. On 11 March 2017 the parent company decided to change its name to Bluejay Mining Plc.

 

As a result of the company intending to apply for an exploitation licence, at the end of March the company applied to transfer licence 2015/08 from Bluejay Mining Ltd. to a newly established limited company Dundas Titanium A/S, based in Greenland.

 

If the transfer is approved by the Government of Greenland before the expiry of the pre-consultation period, the name Dundas Titanium A/S will appear in the final Terms of Reference.

 

The pre-consultation can be regarded as a formal acknowledgment of the fact that the company wants a Social Impact Assessment (SIA) and an Environmental Impact Assessment (EIA) process to be implemented. The notification takes place by the company informing the authorities hereof and enclosing the draft Terms of Reference for the SIA and EIA reports respectively. Draft Terms of Reference for the SIA and EIA reports shall, in accordance with the Mining Act, be sent in a pre-consultation for 35 days. Based on input from the pre-consultation, the company will determine the final content of the Terms of Reference and the subsequent draft SIA and EIA reports.

 

The consultation material does not contain information on the forthcoming division of Qaasuitsup Kommunia municipality. The company will, however, be requested by the authorities to mention the work concerning the forthcoming division in the final terms of reference, and to incorporate the new municipality structure to the extent relevant in the SIA and EIA reports that the company plans to prepare subsequently.

 

The consultation responses received in the course of the pre-consultation shall be treated equally with consultation responses received during the 8 weeks of public consultation of the reports will be included in a white paper. The company will prepare two white papers during the EIA and SIA process. One in extension of the consultation on the draft Terms of Reference and one for the 8-week consultation period on the draft reports The white papers are documents that contains important consultation comments, responses to these and a note on how relevant comments and suggestions will be incorporated into the final versions of respectively the Terms of Reference and the EIA and SIA reports.
